A Subdued Munich Conference Hears a Troubling Word: Appeasement

MUNICH — The Munich Safety Convention convened this weekend beneath the banner of “Unlearning Helplessness.” The phrase had ominous echoes with Russia threatening Ukraine, and Volodymyr Zelensky, the Ukrainian president, drove them house by accusing the West of appeasement.
